Here's the 2nd known Sonic swim-shirt. It's made of a more than usual sun-blocking fabric that dries quickly. Wearing this while swimming is supposed to help prevent sunburns (and look cool). It is more money than a usual tee though, it could be 19.99 at Target in 2021. It's in the kids/teens section, but how big the sizes go is unknown.
It has a white body, blue collar and red sleeves. The design is classic forward-facing Sonic with a background of blue & yellow cubes. At the bottom under his feet is written "SonicSpeed". It doesn't do anything new or wildly different, but it's a solid enough/primary colors type design if you didn't have something similar already. But, it is good to see Sonic on a diverse range of things.
