These are appropriately called "ring run Sonic socks"
They're a pair of Crew socks at Hot Topic for summer 2021. The black, adult size socks have the design sewn-in as part of the fabric, so it won't wear off. It's rows & rows of all-over rings, with running Sonic sprite at various intervals. The 16 bit-pixel-look is very appropriate here, because it translates quite well to how socks are stitched.
The pair is 6 dollars, which isn't horrible for adult size crew-style with an all-over pattern. Having the pattern on the leg-part too means it will show while being worn, which is also nice. This is a good pair to collect, as it is nicely designed and pretty unique.
