This MAY be a 'double country item'.
Sometimes a company will release something in more than one place, and if that's the case here this is China & also Japan. Interestingly for 1991, this is a "Sony Creative Products" plush Sonic doll. Remember, that was way before the Playstation or anything like that. This is a simple, 8 inch classic Sonic plush with the old "Segasonic" tag, as expected for the times. With the paper tag still intact, he may be never removed from the bag type of condition.
The tag has the Sony name, but is also written in Japanese. That dark dot appears to be one of those holofoil stickers to make bootleggers life difficult. The cloth tag specifies the filling/and is written in English.
It's interesting to see some of what Sony or parts of it, were up to before they went on to the Playstation.
