This seems to be a 'modern version' of the mini figure pack that you see in the background here. That 'mini classic display figures' set was originally done by First 4 Figures, but then Jazwares started selling them through TRU.

A logical branch for that would be to produce a 'modern mini display figure' set which you see here in its unpainted state. They seem to have bases though, interestingly. It looks like they may be taking advantage of the ability to "action pose" the static figures in ways jointed ones couldn't do. (adds interest, differentiates them, etc so that's good)
